Collingwood Outfalls and Lemontree Tributary Restoration Project

Project Overview

Montgomery Parks is preparing to construct an outfall stabilization and tributary restoration project along four storm drain outfall channels that flow into Paint Branch. Site access will occur via the trailhead at Tamarack Neighborhood Park, 13205 Collingwood Terrace, Colesville, and along Paint Branch Trail. 

The four channels are identified as Northcrest Outfall, Peacock Outfall, Lemontree Tributary, and Collingwood Outfall. The primary goals of the outfall projects are to stabilize the eroding outfalls to decrease sediment accumulation along the Paint Branch Floodplain, halt tree loss along the channels, protect storm drain and trail infrastructure, protect a historic millrace, and improve water quality via the prevention of erosion. Along the Lemontree Tributary, the goals are to decrease erosion, improve habitat in the stream channel, and protect adjacent trail infrastructure. The project is intended to meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit issued to Montgomery County by the Maryland Department of the Environment (MDE) and reduce pollutant loads below the Chesapeake Bay Total Maximum Daily Load (TMDL).  

Paint Branch Trail will be closed throughout construction to accommodate equipment access and will be repaved upon project completion.

Status/Project Update

The project is currently fully permitted (January 2026). Construction is expected to begin in the late winter or early spring of 2026; preliminary construction activities may be noticeable as early as January. We anticipate a construction duration of approximately 8 months. Repaving of Paint Branch Trail in the vicinity of the project will follow. Planting will occur in the appropriate season after the completion of construction.
