Project Description

Amenities shown include the basketball court and tennis court with hitting wall in the southern portion of the site. A small seating area is located adjacent to the basketball court. Three pickleball courts are shown in the northern area of the site with benches and a small shade structure along the southern edge of the courts. Micro-bioretention areas with plantings are shown to the east of the tennis court and to the north of the pickleball courts. A picnic/ nature play area is shown along the west edge of the property, in the place of the former playground. Parking lot improvements are proposed with additional parking spaces. The new playground is shown along the north side of the parking lot as well as a new picnic pavilion. A low seatwall is shown around the new playground. A micro-bioretention area with plantings is located between the playground and picnic pavilion. The proposed waterless toilet is proposed just south of the picnic pavilion. A new drinking fountain and bike rack is located just south of the playground. Proposed paths and paths that will be renovated are indicated on the concept plan and connect all amenities within the park. Proposed decorative paving areas are indicated around the new picnic pavilion and seating area near the basketball court. One tree over 24” is shown as being removed just to the west of the proposed playground.

The purpose of this project is to renovate existing park amenities. Renovated amenities include a basketball court, tennis court with hitting wall, three pickleball courts, seating areas adjacent to the courts, a nature play area, a new playground, a new picnic pavilion, site furnishings and stormwater management facilities. The parking lot will be configured to provide additional parking spaces. Additional new amenities may include a drinking fountain and a waterless toilet, dependent on available funding. Paths and trails to connect the amenities will also be renovated.

Background

Greenwood Local Park is located at 18700 Georgia Avenue in Olney. The park was developed in the 1970s and existing amenities include a playground, two tennis courts, a handball court, two full basketball courts, and a gazebo. The playground was last replaced in 1990 and the tennis and basketball courts were last renovated in 2001. A multipurpose field is located along the north side of the park and overlaps the school property. Paths located within the park do not meet current ADA accessibility guidelines.

Status/Project Update

The project is currently at the 100% design stage. The construction start date will be dependent upon receiving all final permit approvals and resolving land ownership issues with the Maryland State Highway Administration (SHA).  A portion of land proposed for park redevelopment lies within the old Georgia Avenue right-of-way.  SHA has determined that the land should be transferred to M-NCPPC ownership, which will affect the construction start date for this project.  Parks will continue to provide updates to the project webpage as we obtain more information and is committed to moving forward with the park renovation project at Greenwood Local Park.
