Project Overview
Montgomery Parks is preparing to construct an outfall stabilization and tributary restoration project along two storm drain outfall channels and the Lake Frank Tributary that flows into Rock Creek. Site access will be available via Rock Creek Regional Park, located at 14802 Lake Terrace and at the terminus of Norbeck Road Service Road, in Rockville.
The primary goals of the project are to stabilize the eroding outfalls to decrease sediment transport to Rock Creek, halt tree loss along the channels, protect storm drain infrastructure, and improve water quality via the prevention of erosion. The project is intended to meet the requirements of the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) permit issued to Montgomery County by the Maryland Department of the Environment (MDE) and reduce pollutant loads below the Chesapeake Bay Total Maximum Daily Load (TMDL).
Portions of the Lakeside Trail and Lakeside Trail – Norbeck Road will be closed during construction along the length of the project in order to utilize it for construction access.
Status/Project Update

The project is currently fully permitted (February 2026). Preliminary construction activities, including selective tree removal of approximately 27 trees, will take place from the end of March until April 1st to comply with the Northern Long-eared bat time of year restriction. After selective tree removal, there will be no construction activity until a general contractor is selected in the spring of 2026. We anticipate a construction duration of approximately 8 months. Planting will occur in the appropriate season after the completion of construction.
