Little Bennett Regional Park Trail Connector - Facility Plan

Project Description

This project develops a facility plan for a hard-surface trail approximately one mile in length and located on the east side of Frederick Road, MD Route 355 in Clarksburg, Maryland.  The trail is planned to connect the existing asphalt trail from Snowden Farm Parkway near Little Bennett Regional Park Maintenance Yard to the south entry of the proposed Day Use Area per the approved 2011 Little Bennett Regional Park Day Use Area Facility Plan.  The scope of the project includes landscape architecture, civil engineering, natural resources inventory, geotechnical work, stormwater management, and cost estimating to provide up to 30% completed construction documents.  Funding for this project is included in the current Approved Capital Improvements Program (CIP) for FY13.

The intent is to complete the facility plan so that it can be included in the capital program for detailed design and construction at the same time as the Day Use Area.

Background

The 1994 Clarksburg Master Plan establishes a strong commitment to the vision of Clarksburg as a transit and pedestrian oriented community and recommends connecting park facilities and natural areas to the greenway network.  Little Bennett Regional Park is an important segment supporting the Clarksburg Greenway system.  The 2007 Little Bennett Regional Park Master Plan recommends a comprehensive trail network for the entire park and linking that network to regional greenways.

The proposed park trail on the east side of MD Route 355 intends to provide recreational access to the future Day Use Area and accommodate a sidewalk as part of a future countywide shared use path and bikeway system proposed for this area.  The main bikeway will be located on the west side of the road.  The trail on the east side of the road will be aligned close to the road when fronting private property and will be located further back from the road within parkland where feasible.  A portion of the trail will encounter steep slope and environmentally sensitive area of the tributary of Sopers Branch, and a stream crossing will be required.

Status/Project Update

The park facility plan was approved by the Montgomery County Planning Board on September 24, 2015. The project is proposed in the Capital Improvements Program for detail design in Fiscal Years 2017-2020.
